For U.S. Citizens Only: Depending on the offense of conviction, a person who meets the requirements of Rule 9(A) of the Rules of Executive Clemency, may have his or her civil rights restored by approval of the Clemency Board without a hearing if the person has committed no crimes and has not been arrested for a misdemeanor or felony for five (5) or seven (7) years from the date of completion of all sentences and community supervision and certain requirements are met. Restoration of the right to own, possess or use a firearm requires a separate application to the United States Treasury Department.
